to answer your question you will have to go the chp to get a new vin# and you will have to go to the state ref, as well as have a dot instpection.

It's not necessarily a "big secret". The fact is, there aren't a tremendous number of legalized JDM ITR's here to begin with. Additionally, your thread title isn't terribly descriptive, and probably doesn't immediately attract the attention of those who might have some information to provide.
