Okay here is the deal
I have a 94 DX hatch with (ITR rear LCA's) on OmniPower ITR Sports....Now my car is bouncy its pretty dropped wheel tuck....would that have anything to do with the ride being bouncy?

Sure would. If you are too low, you will bounce. Lots of things could be causing it, coil bind, internal shock bottoming out, upper control arm binding, etc.
How low is low? How much of your wheels are tucked?

Well I have the new collars to put on so im gonna check them out tomorrow while i swap out the collars

High spring rate coilovers + slammed = don't expect it to ride smooth. Even if it was not slammed it'd probably still be bouncy on city streets because they are pretty high rates.
