Ran ECU codes, what does this mean?

The SRS light flashing doesn't have anything to do with codes. You should only be worried about the CEL flashing. Long = 10, short = 1.

The cel does not flash, it comes on, and stays on. Is this code 0?

Yes it starts, and idles really rough, and if you give it gas, it stalls.
