I called him and he said there's some rust on it, but it's going into get it all fixed and painted.. anything specific i should pay attention to if i check it out tonight?

I live in Canada and that is a little high for the very basic mods you mentioned. I've been there and fallen in love with an over priced car. Your way above full dealer retail. Be patient, you may find a stock one 3000 cheaper and then you could do it exactly how you want and still come out ahead. Whatever you choose good luck they are fun cars
Know that mods (especially lowering and engine work) lower the retail value, not raise it. It may be worth more to you personally in modded configuration and that's fine, especially if you'd do those mods yourself and it's saving you the trouble. But also, you are in the buying market and you deserve to pay a fair market price. So see if he'll come down.
