Default loss of power

I have a Honda civic ex 95. I have headers and exhaust. but i only get 250 miles to the tank of gas. and when i am on a hill i can't get up without ridding the clutch. We i start of in first gear it acts like I am in second. Any help would be appreciated.

the people that i got the car from said that they have already replaced it. but i have been noticing that when i am speeding up the car kind of jumps. Not like a skip but kind of like you are pushing the clutch in just a little. but i haven't seen the clutch my self.
