Default Cam Gears install

I just got a set of Type R cams, so I'll be purchasing a set of adjustable gears.
The problem I've been wrestling with is, can I install the gears onto the cam shafts without it being in the head?
I'm asking because I think TDC may be a factor.

Yes, you can put the gears on the cams when they are out of the motor.

That I know too, but is there a way I won't put them on right, does the lock key have anything to do with it?
How will I know the cam gears will be at TDC when I put the cams into the head with the gears already on?

i put my gears on without the engine being out, but 3 days later i ended up goin to the shop to get them tuned correctly...
i would just do the gears and shaft all at once.
