Car: 89 civic hatch SI

Bought it with a blown motor. replaced the motor with a d15. lost of crap on this car was ghetto rigged. ex: some wires were just twist together with no tape nothing.

Problem: car will not crank. i get lights on the dash, main relay clicks, fuel pump primes, No CEL. I turn the key and nothing. I get mad and take a wire and manually turn over the starter and the starter works.

thing that is weird. I cut the clutch switch wires and twist them together, nothing. I test with a multimeter, Nothing. what could cause no power to the clutch switch?
