Vtec won't kick and i have a rev limit at 6500 rpms

Vtec won't kick in and i have a rev limit at 6500 rpms
ok, i did my b16 swap and i am using a pr3 ecu, we started the car and i found out that i have a rev limit at 6500 rpms and vtec won't kick in, what could be wrong? if it matters i didn't have all my vaccum lines hooked up it, could that be the problem?
