Default Integra Rear Disk Swap Problems...

Hey i'm trying to swap over my integra rear disk set up on to my 90 civic hath but ive been having some problems gettting the civic bolts off. it seems like the very back bolt on the end of the shortest arm just spins and wont come out. has anyone else had this problem and is this bolt even necessary to take out? can that short arm be left on? if anyone has any answers or suggestions , post! thanks a lot.
