Default d.i.y. on f/r tie bars

cars a 99 civic ex coupe (ej8 chassis). was planning on buying front and rear eBay tie bars. hopefully they won't snap or bend on me .

but anyways, i read they require a certain amount of torque? 40 on the rear and 72 on the front or something like that. but does it relaly matter? what if I just hand tighten em as hard as I can? I don't have an impact gun with impact sockets, all I have is a socket wrench set .

and do the rear wheels have to be off the ground on both sides with jacks? or can I just drive up backwards onto some ramps?

any info appreciated
