got my emissions test just a couple weeks ago. all they cared about was no check engine light. hood was not popped and exhaust gases were not checked.
you just can't have any cel's, and the ecu needs to be able to communicate with their scanner. meaning if you have a hondata and were previously obd2, it wont work. aem wont work as well. i can't speak for motec, fast etc.

You should be able to find info on Washington's website.
If it's like IL, you need to have OBD2, and have no codes.

Asking for such an illegal thing is frowned upon here.

See?
Anyhow, if you can register it in a county other than Clark, King, Pierce, Snohomish, or Spokane, you don't need emissions?
Otherwise, check here for what they do.

basically, turbo doesn't even matter, just whether or not you have codes and the ecu can communicate. basically, you would only be able to use like a vafc or a missing link/fmu type setup to pass, unless you could swap in stock injectors and not boost, take the spring out or something?
if you do not live in the county that you want to resgister in, is that gonna work, like here in cali, there are some places up north that have no smog check for registration, but down here in the bay, they are ****'s about it all, so could i just drive up north and register the car...?

No. You have to have a friend/parent/etc. that lives there to give them a mailing address. (That would sorta work if you have a parent in Colorado too, just keep CO plates?)

There are a few counties in western WA that do not require emissions testing.
As for passing inspection, they do not regulate modifications like some states, a turbo wont bother anyone as long as you pass emissions.
FYI our 500rwhp Supra passed emissions w/the sniffer without cats running 101octane. If you have the car tuned properly, a turbo does a good job at killing hydrocarbons.

Actually, we tested the Supra at a friend's shop before we went to emissions just in case. The numbers she put out were actually better than the '99 Ford Windstar that was in the service bay next to it. Go figure huh?
I should give a disclaimer though. Throwing a turbo on a car and running straight pipes does not guarantee anything. I just gave that example as how a properly tuned turbo motor will not suffer (emissions wise) as much without cats compared to an N/A or supercharged motor.
