no cel when turn ignition to ON bat light comes on. and ring question

ZC SOHC VTEC motor
Z6 manis, tranny, dist. & ecu
anyone know whats wrong when the Battery light wont go off and the CEL doesnt come on for a few seconds when u turn the ignition to ON?
car cranks but cel doesnt come on AT ALL. i just put new rings in a JDM ZC. Also is it normal for a motor to smoke until the rings are seated?

If your check engine like isnt coming on at all, then id check your cluster cel light make sure its not blown. this happened to my car before.. it could be something else i dont know....
what color is the smoke? when i put new rings in my car right when i started it up it made a puff of smoke and that was it...

k well my lights not blown i just checked and its not smoking alot i think it was more of a fog i was just wondering if any was normal.

Maybe a blown fuse or two?
