Default LS/V-tech , NEED HELP

i have a question, i am just starting to learn about moter.

if i have a LS stock moter.
if i put a newer year of v-tech head on it.
like, b18c1 , or b16.
would it be legal?? wat i need to do to it to make it legal?
also, wat ecu and all them stuff i need to change to keep the car runs very good.

please explain it with detail.
because i am trying to learn more.

there is no way a lsvtec will be legal in california. You can't do anything at all to make it legal. The ecu, smog stuff, etc still wont allow it pass smog anywhere legally.
