mugen style rear lip. came with "Z" brackets, w.t.f mate?

mugen style rear lip. came with "Z" brackets, w.t.f mate?
i recieved my mugen style rear lip today. but it came with these "z" brackets. anyone know why it comes with these? 94-97 teg

lol, to mount it. did it come with any directions? usually they are just bolted on the inside part of the fender...
