Ok, I am officially tired of this- nostart 93 civic d15
Ok, bitch will not start. Replaced dizzy as it was leaking oil from the inside, new oem cap, wires, rotor and plugs. Still didnt start.
pulled starter and tested it, arm would come out but did not spin. replaced it and still wont start.
I hear the main relay click, I hear the fuel pump prime.
I just dont know. Compression results werent great but good enough for it to start and run.
Whats my next step?

ok this might sound a long shot ......
but once we had a car with similar problems
everything was supposed for it to work
but it would just not start
anyway the problem finally turned out to be a leakage
in the fuel line within the fuel tank!!!!!!!
something else could be the ecu!!!!!!!!!!!!!!

timing should be close to if not the same as before.
The engine doesnt seem to crank at all. I hear the starter, but feel nothing from the engine bay. I get whirring noise.
Fuel filter is only 1000 miles old, sure its fine.

You say the engine spins? But it sounds like it has no load? Kinda like your turning it over with no compression?
Possible the cam broke. Cam gear anyways.

Its hard to tell if its cranking I am the only one working on it and I cant see the engine if its rotating or not, it does not feel like it is.
I pulled the timing belt cover and everything looks fine.

Recheck your distributor. I had this problem with my civic to and it ended up being a faulty install on the distributor. Check the part that connects to the camshaft. It might have been installed at a different angle so the motor doesn't fire when you start it.

I already tried that too. it would only go into the cam one way so i am pretty sure its correct.
I just redid all the grounds and they are good as well.

I just confirmed it is cranking. With the timing cover removed I could see the cam gear turn.
So I am back to square 1. ****, 3 weeks of this ****.

Ok after good nights sleep and pulling down some wiring diagrams and testing procedures I have gotten an idea of what the problem could be- ignition switch.
I have thought of this because I find it hard to beleive that the ignitor\coil is bad in the new dizzy(possibility, but highly unlikely) so what could cause 2 dizzies to not work?
The ICM in the original dizzy was doused in engine oil and could have caused a short out.
Of course this theory will not be tested until I get home tonight, but I hope some one has an answer for the following-
Is there a fuse between the dizzy and ingition switch for the black\yellow wire that sends the 12 V signal to the dizzy in position IG1?
Lots of testing to do tonight.

I dont think its your Ignition switch because you say the car turns over. If it was your switch there would be no power going to power the starter, so thats out.
Lets break down what you said a little more:
Car turns over
Car gets fuel (how do you know this, fuel pump priming doesnt count)
Car has no spark (is the rotor on correctly?)
Take out one of your spark plugs completely and have someone turn the car over, and listen for a suck, spit type sound. Sounds like when someones swimming and they try to take a breath but its water instead. If you hear that try a valve adjustment or timing.
Now how exactly did you check your spark? Did you pull the spark plug out and place it in the wire on top of the head and have someone turn over the car and no spark? Or did you guess? If the dist. is new, wires are new, and spark plugs are new and you hear the fuel pump prime you should be getting spark, there would be no other reason why you wouldnt that i could really think of right now.
