what could i expect from putting a h23 head into my f22 block and do i need to do anything to the block or head and what kind of timing belt do i use and what else should i worry about

the same amount of work would go into the h23 head, but you of course use the parts corresponding to an h23.

IMHO, unless it's all very cheap or free, it's not worth the money. I'm guess maybe 160hp, although you may get a good amount of tq #'s.
