well since it hasn't even been driving much (it came out in 94 11 years ago and hasn't even hit 100,000 miles) is not a good thing. remember oil has corrosive acid in it from cleaning your engine. as it lubricates. when it sits there for long periods of time this stuff eats away seals and stuff like that. that's why i stay out of older cars with low mileage. ever wonder why people will put a car away from storage and then when they finally start it back up or go check on it it's either leaking oil or burining oil?? anyway as for your problem. the fartty smeel is more than likely you're running rich (too much gas) and that smell is raw unburned fuel coming out. maybe a egr valve stuck open onr the thermostat not closing therefore you're running in in open loop. the buringin oil smell can be any number of things valve guides will be my number area of concern though. as it will let oil by them and drop oil into the cylinder.

here is the bad news...you probably have blown rings on your motor, and its sucking up oil from the crank case, thru the rings, mixing with gas, and therefore making your gas burn incomplete.

That mixture of unburned gas and oil is VERY unhealthy for your catalytic converter( thats where that rotten egg smell comes from). It is usually the sign of plugged up cat

Here is the good news....your engine is widely available and cheap 300-500 bucks if you shop around your local junk yards....it is not worth it to get your old one rebuilt...going to cost a lot more...you going to need a new catalytic converter though and probably a new o2 sensor(just have mechanic examine it first)

before you run off and buy a new engine, have the compression test done to your motor, thats the only way to know for sure thats whats going on with your engine...
good luck

Before everyone goes running around yelling 'the f....'in sky is falling (etc)" you might spend a little money with your local Honda guru and ask him to run either some top cylinder cleaner, or a de-carboning agent (Seafoam, etc) thru the engine first. One of the byproducts of these products is (gasp) freeing up stuck rings (works on GM cars (for sure)) !!
Then; you can perform your compression test.
Secondly, pull off the oil filler cap and inspect in the valve cover. IF you find everything covered in a black paste the consistency of dryed toothpast, there's the possibility the oil returns from the head are partially blocked, allowing to much oil to stay in the valve area. this could contribute to the oil consumption problem as well.
