Throttle Body trouble

Throttle Body trouble
FITV was leaking coolant. TPS voltage was off (.622 at idle). Pulled both sensors off and replaced gaskets on FITV. Reset TPS to .45V at idle.
Turned white plastic surround on FITV all the way in and put back on car. Idle is 2000 cold, but will not go below 1500 warm, even with idle screw turned in all the way. No vacuum leaks.
When I try and reset idle per Helms, the idle "hunts" badly with IAC unplugged.
Any suggestions? Bad FITV?
