Paint/clear coat question.

Hurricane Emily passed through late last night/early this morning (I'm in Brownsville, Texas right now). Winds were gusting anywhere from 40-110 MPH and LOTS of rain.
Question, I just noticed my driver fender. It seems as if the clear coat has bubbled and there's water underneathe it. I can push the water down and it moves around (similar looking to an air bubble in a tint or sticker, and you can squish it down to move around).
Can high speed wind and rain cause this to happen? It runs about 3/4 of my fender, on the upper part (where it folds downward). Should I let it dry and hope it settles back down?

I bought the car this way. It was in a minor accident before hand, so the fender and rear bumper were re-painted. I bought it close to 2 years ago, so it was untouched since then. Maybe a shitty paint job?
Maybe it is a shitty paintjob. I was pressure washing my car at a local car wash, rear bumper's corner paint fell off, just like that.

yeah man, sounds like a real shitty paint job.
a good paint job won't flake or chip no matter WHAT,
even if you gouge it with something, it should just remove whatever material you force off.. but it shouldn't peel or flake off any.
probably bad prep, so the paint didn't adhere well.
but yeah, I guess for now just try and let the water air out of it??

I wouldn't take a blowdrier to it or anything though.. heat doesnt seem like a good idea 2m e
