Default 97 Accord Broken Bumper

went to taco johns for lunch, pulled into a parking space and didn't feel like i had hit the cement guard at the end of the space, after eating i backed out and heard a god-awful scraping noise. i started to drive out of the parking lot and didn't notice it anymore, so i thought maybe something had just lodged itself under the car as i was backing up, but then there was a dip at the exit to the parking lot, and when i went through it i heard the noise again as if i was bottoming out, so i decide to stop in the nearest lot and take a look.

apparently i had caught my front bumper on the curb at the parking lot because the big black plastic piece underneath the bumper was hanging down to the ground on the passenger side.

does anyone know if this is easily self-repaired or if something is severely broken and will have to be taken to a shop? i didn't have much time to look it over since it happened over my lunch break so i can try to find out more information when i get home. the way it's hanging, driving forward isn't really an issue, just backing up makes it catch on the ground. and it isn't the actual front bumper, just the piece underneath it. also if it is something that could be flat-out removed without any side-effects, that may also be an option
