Default CRX Wiring Nightmare

I am going to try and make this as short as possible...
I bought a used '89 CRX Si with a JDM b16a swap for $2300 (It also has 17" konig rims, JDM VIS Racing Carbon Fiber Hood) but It needs some serious work, which I expected.
The car was vandalized before I bought it, headlights were stolen, they fucked up the sunroof, and took the whole stereo system. Not knowing much about wiring, I saw a huge wiring mess in the car and thought it went to the missing stereo (Most of the wires were speaker like wires).
Turns out the plug that connects to your headlight switch (Inside the steering column) has all the wires cut but 2 (I think there were 8 total), the rear parking lights were wrapped around a fuse with speaker wire and then stuck in the fuse box, all sorts of misc live wires hanging out, and they had the headlights wired up through some sort of other switch. This car has unsafe wiring at best, I think all the lights are going to need to be rewired. However I can't just bring the car to a garage because the mechanics around my area are used to Fords and Chevy's, I bring in a honda and they all stand around and look at it like it was some new invention. The car is obviously not legal since none of the lights on the car work (Except the brake lights), and it is not insured or registerd, does anyone have any ideas what I can do?

Does anyone have instructions/diagrams about the wiring from the inside fuse box, and the headlight switch? (I looked in the shop manual and I don't seem to be able to find it)

I appreciate any help you can give me, sorry I don't have any pics I will try and get some this weekend when I am at the car.

You may want to invest in the factory service manuals, check out http://www.helminc.com. Also if you hunt around, there are a few PDF versions of the helm on the internet, PM me if you have a hard time finding them.

I have a shop manual I think it's the helms manual, however I cannot find where in the maunal it shows how to wire this stuff up.

I have no knowledge of wiring, do you think I could do this with use of the manual? (I am very good with electronics, I am a computer repair tech)

How much do you think it would cost for me to have a shop that charges say $60 an hour to rewire the Headlights (High and Low), Turn Signals (Front+Back), Parking Lights, and Reverse Lights?

Long as you know how a circuit works and that 12 volts un-fused can kill you.. then you should be OK.

I would just buy a complete interior, engine, and chassis harness from a junkyard or ebay.
Alot of those connections you don't want solder on.

Honestly thats going to the best route. It will probably cost around 150-250 but you could probably get it fixed in a day or two if you were doing it yourself. Trying to fix the hacked harness would be such a huge pain in the ***. I wouldn't even think of paying a shop to try and fix it, they would probably just end up getting a new harness anyway and charge you to put it in. The hardest thing is going be pulling the dash, and that shouldn't take more than an hour if you've never done it before, and 10-15 minutes if you have.
