HELP! bogging at 7k ls/vtec

HELP! bogging at 7k ls/vtec
My nephew's ls/vtec motor is bogging at 7k and he doesnt know what the problem is. The motor is a 94+ ls block, 90 something b16 head and ecu. what should we be checking for?
