the one on the first civic is a "SPOON style" lip so no they are not the same. the second is Mugen lip

They're both the same, both are knock off's.
Some companys offer different names as to what the lip copied, but neither is similar to a Mugen EK lip.

Here's an authentic Mugen lip for the EK, and you can see that it's much flatter in the middle, and especially at the top, as it folds into the bumper.
