Alright so i have a obd0 b16 in my 91 std. In the mornings when i go to start it, it will crank over for like 6 seconds and then ill stop and the car will stutter a little.

It kinda sounds like its not getting any gas. All of a sudden it comes to life and idles at about 2000 rpms. After a couple minutes the idle will go back down to a normal 900 rpms.

What should i check first i was think maybe the fuel filter was clogged or does it have to do with my spark?

Well you should check your basic things first like fuel filter, cap and rotor. When was its last tune up? it might be in need of one. And check your fuel pump.
