Fender eliminator is simply that, it removes the stock un-godly fender and replaces it with a nice small peice of steel that sits where the old one used to be, and for only $200!!! woo hoo....
Undertail kit is MUCH more expensive and it intigrates your turn signals into the tail and it also eliminated the gap between the tire and tire well...
Where i live it is not illegal to have your signal lights itegrated in your tail lights, but that could vary from place to place...
You could always just remove the stock fender, buy yourself some flush mount or short stalk signals and install those and just bend you licence plate to bolt into the tire well....thats cheap and looks good if done properly

For undetail kits i have no idea to be honest with you, ive never looked into them, they look great but too much money...
Fender eliminator kits can be bought all over the place, Id say you best bet is to buy one from a guy who can make them himself because it will cost about about $40 instead of $120-$200.....If you know someone who works in metal fabrication nows your time to take advantage, they are VERY VERY easy to make...Or you can get em on ebay cheap....but i beleive if you want brand name, lockheed & phillips makes one...
As for flush mount signals and short stalk, there is alot of brands on ebay you can checkout, and also lockheed and phillips makes those as well, there is also some upper end flush mounts that match your paint and fit perfectly for your bike if you grab a motorcycle magazine there is all kinds of advertisments for those too...
Id highly recommend installing your fender elim kit and your signals yourself, as taking it to the dealer they will charge you probably $40 to install and it won't take you long as long as you hook the wires up the same as you disconnect them... However if you do decide to go with an undertail kit you might want to get them to install it as the fiberglass peices they will install are very precise to fit the bike...
