I'm glad that from time to time in this forum, we hear people come up with new questions that have never been asked before. It's so refreshing.
Have you ever considered doing a search for "paint code" in the title of archived topics in the ITR forum?
Your search for paint code returned 54 results.
Sure, some of these turn out to be for other colors. But others have topic titles that sound like they might, just might, have the answer to your question - titles such as:
- CW paint code???
- For ALL looking for paint code. Champ White, Phoenix Yellow and the Blacks...
- itr champ white paint code
- Please help i need championship white paint code
- Championship white paint code
- CW paint code
- championship white paint code
- championship white paint code?

Oops, I may have been mistaken, but gave a "good faith" answer to your "apparent" question.
The real answer is: There were no 99 USDM ITRs, Champ White or any other color.
