Default Injectors Won't Spray For Anything!! Dry Plugs (B16)

Alright, did a OBD0 B16 swap in my 91 Integra. Everythings bolted up, ready to go. Try start it, fuel pump isn't starting (btw bought the car as a shell), check, no Main Fuel Relay. Go to the yard, buy one toss it in, fuel pumps goin. Still won't start. The motor has spark, and fuel through the rail, but no fuel spraying through the injectors. The spark plugs are dry, no fuel on them. The injectors are not spraying. Test the relay, good, test the relay harness, good, test the injectors, good, test the voltage on the line at the injector and at the ECU, both read voltage. I DO NOT know what else to do? Last thing I can think of is to try another ECU. Any tips? Ideas? I've tried different FPR's, 3 different Main Fuel relays, bla bla. Please, help, anyone!

resistor box is there, and theres a pulse. I'm thinkin clogged injectors, motor has been sitting for a very long time

Check your fuel pressure regulator first. If it's stuck open, then the fuel is going back to the tank. If it is a clogged injector, it's probably the injector that receives fuel first, so try swapping that injector with the one closest to the regulator, if still no work, stand on one foot and use the other foot to kick the car, then raise middle finger and aim towards motor, then come back and tell us all it didn't work.

i've tried two different fuel pressure regulators, no go on either, and dont all the injectors receive fuel at the same time? If not, i'll try swapping them.
