You can get right up close against 200 HP without bottom end work provided you don't mind getting a Hondata as part of the package, and provided you're willing to pay for some of the better IHE available.

you can make 200whp with a stock itr bottom end you need toda spec B cams a home made head gasket toda springs some retainers a toda belt a good header and hit up ericks racing for a good ecu cam gears a JG manifold and a ericks racing throttle body and that should put you at about 202whp to about 204whp it did for me and i used a jdm itr header and full exaust and my compression was at 195 avg. all the way across.
i already have an 98+ ITR with of course it came 4-1 headers and ctr spec cams. right now what i have is a tanabe full catback exhaust and a j's racing intake. all are bone stock. 2000$ maybe. is it true guys that ITR doesn't gain much with head works?

only headwork you really wanna do is get a good valvejob, but you're better of spending your money on cams + engine management + tuning.

He wants 200 Dynojet wheel HP. That would mean about 240 SAE Net flywheel HP.
It's possible under a few different build scenarios, but the tuner and computer would end up being a very important part of the build.
You wouldn't even absolutely need to change camshafts.

I am afraid it depends on the individual head. My head was at DFE in Florida a while back, and they discovered a significant item they could change.
You won't know until you look.
