Fuel pump went out again, don't know what the **** is going on. It went out on me before, I patched up some wiring and it ran fine for a few months and now it's dead again. I measured 10.65v at the fuel pump connector under the storage bin. Is this enough for a Walbro pump?

You probably won't see 12V with the stock wiring. The fact of the matter is that Honda uses very small gauge wiring for the fuel pump. This, combined with the rather heavy current draw and the voltage drop at the relay is going to result in low voltage at the pump. The only way to increase voltage is to add a second relay of higher current carrying capacity and use larger wire to supply the pump.
