91 Honda Accord EX hesitates....fixed twice cert mech... still occurs egr or ??

91 honda accord ex sedan, automatic. we have had several certified mechanics look at and "fix" the problem. when we VERY slowly accelerate, either from a stop OR while driving, if we keep the rpm's below 2000, the car hesistates, sometimes feeling like we are riding on a bumpy road. the first mechanic said to fix it we needed (and we did do): tune-up, new wires, plugs, timing set, new fuel filter....then he called and said no it still does it, the EGR valves need to be replaced...3 hours labor, but we did not do it there. then we took it to another, who stated that the pcv valve was clamped too low, causing restriction and it was fixed, but it is still not (their charge for EGR was 0.83 hours labor)!
we also added fuel additive prior to going, but have not driven the whole tank yet. brakes checked, timing, etc.
should we get the valves replaced? all these places want about $100 for diagnosis, but cannot do that correctly. the first mechanic did not have a computer!
on line, we also read it could be a catalytic converter, some other component related to the egr, and of course the egr valves.
any suggestions would be appreciated. the dealer had a long waiting list and also wants $95 to diagnose. must also note that there are NO lights on, ie check engine, etc. the maintainence wizard is "yellow", even after all the work including an oil change.
