Default fuel gauge bad on new cluster?

I have a 92 cx hatch and i recently swapped an ex cluster into it. about an hour before i put it in, i put gas in my car and it went up to 3/4 of a tank. the new cluster had about 1/4 of a tank. When i connected it, it went up to 3/4 of a tank and that was on wednesday. I have driven about 110 miles and my fuel gauge is bearly under 1/2 a tank. to me that seemed really odd. Is it possible that the gauge is bad or is it just in my head.

My gas gauge isnt that accurate too. It goes up and down a lot especially if I go uphills, the gauge goes down.
