Not 100% familiar with the NASA HC rules, but i think there are a lot of things you may be overlooking beyond just the vehicle, roll cage and tow eyes:
- Fire extinguishing system of some sort (A/B/C/Halon, ect)
- SFI/FIA approved seat and harness
- Kill switch
- Window net
- Personal safety gear - helmet, suit, gloves, shoes, balacelva, etc
- And of course a set Toyo tires (required)

You need suspension, brakes, wheels, tires, a better seat, track time, track time, track time and more track time.
A comp lic. would be nice as well.
One more thing I heard setting your wallet on fire simulates the racing experience.

92' Civic (DX) Hatch
(engine)
*JDM B16a SIR2 w/ type R head <---will need 1.8, aftermarket cams OR k-swap
*97' GSR tranny <---will need b16/itr trans with lsd and 4.9
*B&M Short Shifter
*AEM short ram intake w/ K&N filter
*DC sport 4-2-1 ceramic Header <---will need toda, or something custom(smsp, hi-tec) that makes power
*Apex-i N1 w/ 2.5' piping w/ no bends (goes under the control arm) <---cut it off before it turns toward the passanger side
*Cat Co High Flow Cat <---will need to replace with test pipe
*AEM under drive pully
*NGK V-power Plugs
*NGK wires
*dual core radiator
(Suspension)
(FRONT) *Sparco springs, *stock shocks, *GSR front Strut bar and *DC sport Lower Tie bar. <---will need higher front spring rates and much better shocks (koni/gc, buddyclub, zeal, advanced design), a smaller front bar most likely
(REAR) *Sparco springs, *stock shocks, *Spoon C-pller Bar, *Spoon Strut Bar, *DC sport lower tie. <---will need higher rear spring rates and much better shocks (koni/gc, buddyclub, zeal, advanced design), bIg rear sway bar, toss the c-pillar bar
(Brakes)
(FRONT) *stock <---11" or bigger
(REAR) * stock <--- up for debate
(Exterior)
(WHEELS) *Stock DX steelies w/ 00 LX hubcaps <---definately race on these
(BODY) *Spoon Lip, Spoon CF spoiler.
(Interior)
*Front and rear 98' GSR Cloth seas <---will need to toss all interior save the dash and add nasa-legal rollcage
*95' SI Cluster w/ clock
*MOMO tuner wheel w/ hub
(weight reduction)
*A/C
*powerstearing
*hearde/exhaust
(skillz)
* <---will need heaps and heaps of track time. then some more track time. then the next thing would be some more track time. maybe some more track time. then go for comp lisence
so in short, your not ready to go racing yet.

With your setup you are on your way to H1 classification. Swaps put you in the H1 class and depending on how much work was done on the engine (over bore and head work) you might not even pass tech for H1 since the mods are very limited.
Bottom line if you are asking this question you need to spend more time at the track before you build a class specific car.
just my 2c

Where do you live? You should come out and check out some of the cars at one of the races.
Read the links RJ posted and be aware you car will need a lot of work. No safety gear and way under spec to be even close to competitive in H1.
Good luck ...

What he said. Also as mentioned, your car will be in the H1 class since it has an engine swap. Check out the links that RJ has so helpfully listed for you. By going thru the thread & the rules, a lot of questions will be answered for you. Obviously, you will need a comp. license. You don't have to build your car to the limit of the rules but you must meet the min. safety requirements. Those would include the driver's suit, helmet, gloves, shoes & nomex socks. Another helpful resource will be your local Honda Challenge Regional Director. Another forum to talk about specific Honda Challenge stuff will be @ http://www.nasaforums.com. Once there, go to the Honda Challenge forum.

As already mentioned. Get LOTS OF TRACK TIME first. That is the most important thing you can do.
A race is not the place for building your speed on the track! That is what an HPDE is for. To many people make that mistake and go "racing" when they need to be working on car control in HPDE's!
