Default SI front springs progressive?

every spring rate table i have seen lists the 99-00 SI stock front springs as progressive. I just wanted to know if that is correct and if so, does anyone know why?

i mean, why did honda make the ITR springs linear in the front and progressive in the rear, but not the SI?
