New brakes, need shim on both pads?

Well today I installed new pads and rotors on my 1995 honda civic Dx. The old pads only had a shim on the outside pad on both sides. Brakes work great they smoke a lil when I get out nothing unusual there for new parts,but I noticed when im near stopped I hear a weird noise only when the brakes are applied. Its not a squeaking but sounds like the physical action of the pads grabbing the rotor, but its audiable, I dont think ive heard it this way before? Not a great description but should I put shims behind each pad or just leave it the way it was? Or could this just be part of the break in? Its not a violent noise more or less me being **** about my car....

New rotors and pads. I work out at Sears Auto Center so maybe I could con the guys to take a look if they dont get better.
