Right headlight bulb keeps blowing...now having issues with HID's

I don't know if anybody else has experienced this problem...
When I first got the car (98 Base), it seemed like I had to replace the right low-beam headlight bulb every 3-4 months. I changed it to xenon-type bulbs, which would blow after 2 weeks. I tried different brands, same issue. Switched back to regular bulbs, which still would blow every 3-4 months. Over the course of about 2 years, I've replaced the bulb on the right side countless times, and replaced the bulb on the left only once.
So, thinking I'm not gonna spend crazy money on bulbs, I go ahead and buy a McCulloch HID conversion kit. I know, no projectors, but I seem to have very little scatter, and not a huge glare issue for oncoming traffic...but still very bright! Now, after a year or so, I'm noticing more and more that the right side would have a hard time "firing" up. I'll have to shut off the headlights, wait 15-20 seconds, and then turn the headlights back on. Sometimes it'll take 3-4 tries, but it'll eventually light up.
Anybody know the cause of this? Should i just tape off the right low-beam harness and tap into the one from the left? Tap a solid ground to the harness? It's just very annoying to have to check to make sure I have both lights on, 'cuz I've been pulled over for a broken headlight already. At least, the cop was nice, and just gave me a warning.
Any ideas?
