Default 95 cx won't start

95 cx hatch doesn't start, doesn't even crank, lights don't work, radio....nothing. But when i put the multimeter to the battery its reading 12.5V on the + terminal.
Also, the back up fuse (under hood fuse box) is blown, replaced the fuse....nothing.
Any help is appreciated.

Try crossing over the fuse with a piece of wire. Take out fuse under hood and run a piece of wire from one contact to the other contact for the main fuse in the fuse box. That worked for me on my 93 dx once.
