can dealerships check open recalls via VIN? airbags/ AC

Summary: THE SUPPLEMENTAL RESTRAINT SYSTEM (SRS) ELECTRONIC CONTROL UNIT CAN CAUSE THE AIR BAG TO DEPLOY UNEXPECTEDLY.
Consequence: THIS TYPE OF UNANTICIPATED AIR BAG DEPLOYMENT COULD RESULT IN ABRASION TO THE HANDS, ARMS, OR FACE OF A PROPERLY-POSITIONED FRONT SEAT OCCUPANT, OR COULD CAUSE MORE SERIOUS INJURY TO AN OUT-OF-POSITION OCCUPANT.

Summary: VEHICLE DESCRIPTION: SEDAN, COUPE AND WAGON PASSENGER VEHICLES EXCEPT THE DX MODEL AND MODELS WITH V6 ENGINES. THE FACTORY INSTALLED AIR CONDITIONER WIRE HARNESS WAS IMPROPERLY ROUTED ALLOWING SOME WIRES TO RUB AGAINST EACH OTHER, EVENTUALLY CAUSING A SHORT CIRCUIT.
Consequence: THE SHORT CIRCUIT CANPOSSIBLY CAUSE THE UNDERHOOD WIREING TO OVERHEAT AND SMOKE, CAUSING A FIRE IN THE ENGINE COMPARTMENT. A SHORT CIRCUIT CAN ALSO RESULT IN A BLOWN FUSE OR DEAD BATTERY.
Remedy: DEALERS WILL INSPECT THE VEHICLES FOR PROPER ROUTING OF THESE WIRES. ANY HARNESS IMPROPERLY ROUTED WILL BE INSPECTED FOR DAMAGE AND THE ROUTING WILL BE CORRECTED. IF ANY INSULATION IS WORN THROUGH AND THE COPPER WIRES ARE EXPOSED, THE HARNESS WILL BE REPLACED. DEALERS WILL ALSO INSTALL PLASTIC TUBING TO PROTECT THE HARNESS.

before I email a local dealer... i'd like to know if these recalls affected my wife's car. I skimmed somewhere that the tech is supposed to put center-punch marks above the letter/# of the VIN plate to confirm that it was completed... (forgot where I saw that; is it true?)
basically, i'm having trouble w/ AC system. I replaced the radiator & made sure that it was air bled... electric fans works when the certain temp triggers them both. it doesn't come on when AC button is pushed. nor do I notice an increase in rpms or the clutch engaging. ~45psi on low side of system.
i'm not strong in electrical, but i'll probably unplug the fan relays by the radiator & do a quick visual on the wires for obvious opens...
do any of you resident techs have more detailed info on these 2 recalls? i'll probably not deal w/ the airbag system & leave it to them. just good to read on what they'll be doing to the car.

I work at a dealer and just ran your vin,the only open recall on your car is the a/c wire harness recall which is no big deal.

but it kinda is a big deal when I replaced the leaky radiator & AC quit working (before, the AC wasn't blowing cold air, but compressor kicked in & fans cycled on-off)
do u have the pages of that 2nd recall & can u post them here or email them to me so I can try to learn more about electrical? i'd appreciate it.
after i follow through & still can't resolve the no AC problem, I'll see if autozone or some other parts place rent the full manifold gauges for both high & low sides of the r134a system.

simple cause of low freon... i purchased the ezchill recharging & retrofit kit #RKR-7 (advance auto parts had a sale on it for $29.99 after $5 mail-in rebate)
I attached the gauge on the low side, turn on engine/ pushed the AC button, let it run for ~3 min... reading close to 0.
so i open the valve to let some r134a/oil/sealer into the system slowly... & the fans kicked in & was working again after ~25psi was reached!
i went up to ~28psi & stopped there since i didn't want to go to the upper limits of the "filled" zone (25-45 range). is this a decent zone for the system? the chilton's manual doesn't have squat when it comes to this. high humidity @ 77-80 degrees F.
thanx again, dealer tech, for that reply... i'm still waiting on the detailed recall on that complete w/ the blk-white illustrations that usually comes in those dealership bulletins.
