Fast Idle Thermal Valve--Hondata

Default Idle Air Control Valve--Hondata

My hondata cannot manipulate the idle and when I turn on the a/c the rpms drop too much. Is this due to a bad IAC? This is on a turbo engine being tuned with hondata, thing is it was working fine on my old engine. Put the new engine in and now this problem?
Sorry IAC not fast idle thermal
Isnt the IAC on the throttle body and the FITV on the intake mani
