ok now whats the best tire size for a 16" rim
There is no best size, it depends on how you drive, and what you want it for,
I have 205/45/16 on my stock SH rims
Next summer when I get new rims, whether 16's or 17's, I'm aiming for 215's maaaybe 225's, as they are slightly wider, hence better grip on the road.
Keep in mind, the larger your tires, the heavier they are...
Look into your wheels, and see what sizes they are designed for

Im thinking either 225/45 or 215/45. People say smaller tires dont look right on a prelude thats why im leaning more towards 225/45 or maybe 215/50

depends on what you want to do with said tires.
simply choosing a tire size based on how "small" it looks is a pretty dicey way to pick tires. try using a tire size calculator to find something that is relatively close to OE diameter. find one here: http://miata.net/garage/tirecalc.html
then browse around tirerack, tires.com, or any other store and find the tire you want to run and hope they come in the size you want.
choosing tires that are too tall = slow *** car + inaccurate speedo
choosing tires that are too short = better acceleration + inaccurate speedo
but it's not really all that simple.
