howto properly torque a head

when im torquing the head after i torque it 22ft-lbs around should i lossen the bolt before torquing them to 63ft-lbs?

TQ to the 22FT-lbs then go to 63FT-lbs
Make sure you had the head bolts sitting in some oil to get the correct TQ specs
