99-00 fog lights.. HELP!!

99-00 fog lights.. HELP!!
got my stock oem fog lights.. dirextions are in japanese.. figured out how to wire them and everything.. int he diagram there are 6 holes int he back of the bumper to cut out and install the lights.. but in my bumper there arent any holes at all.. i have a stock 99-00 bumper.. HELP
