Rust spots

I've got some small spots of rust on my car, I was wondering what the best way to deal with this is. I've been told sand/bondo it. Is there a better way to deal with it?

grind it down to bare metal
rust converter
clean
prime
repaint

OR
just POR-15 it
welding new sheetmetal sucks
