Default Engine Problem (Car dies)

Before I start, I tried searching cuz im sure there are a ton of other posts like mine but the search function isnt working right now. I have a 92 da and have 2 engine q's. The first, i think i need to replace either my mfr or fuel pump but i would like your guys' opinions to narrow down the solution. After running the car then turning it off, sometimes (15% of the time but its happening more frequently now) when i go to start the car up again it will fire right up then just die or it wont start at all. It will turn over sometimes but wont fire up, even if i press the gas pedal. It seems no fuel is going to the engine. If i turn the key to the "on" position and wait for like 15-20 seconds the car will start right up. Is this the MFR or fuel pump? Should I replace both?
The second q is, sometimes(less than 10% of the time) the engine wont even turn over. All the lights will come on but the engine wont crank. I have to turn the key maybe 3-4 times before the engine will turn over & start. Could both problems be caused by the same thing? Or is this problem my starter or ignition switch? Sorry for the long post but i need to sell my da and would like to fix these problems b4 i do. Thanx for any insight you guys can give
