Funny Noises

Hi I have a 99 accord. Recently i've noticed a high pitched noise almost like a purring or squealing type coming from the dash on the passenger side. It only occurs when I brake at a red light or stop sign. Or stationary when in Park. Once I accelerate the noise is gone. After starting my car the noise starts immediately. I've had suggestions its a fan belt of that a vacuum hose came off the diaphram. Please help!
