i think $3-4k will cover all the essential gear, helmet gloves, good riding jacket, boots, licensing and MSF course as well as leave you with enough cash to buy a decent used starter bike. i was considering a used nighthawk 750 (big, but i am big too) before the deal on the kawasaki ZR-7S showed up.

Take the MSF course. Its about $180 and there's usually a waiting list here in CA. You live in OC? You can take the course at Fullerton College Look up http://www.msf-usa.org . You'll take the class and if you pass it'll waive the riding part of the DMV test. You'll then only need to take the written test which is very simple.

You need a M1 license to ride in CA. If you get a permit you can't ride on the freeway or at night.
