Default Serious Smog problems!!! Need Help

Ok here is the situation. Just recently put new motor in (95 z6). When I 1st got the engined started I was getting codes 7 and 9 i believe i dont really remember but they were for the TPS and the Crank Angle Sensor. Got these items fixed or replaced and after that now i'm getting code 1 which is for the o2 sensor. Now before getting code 1 i had my car smogged but it failed because the check engine light was on but a far as emissions everything was great and low as hell. Now the check engine light only for code 1 only comes on after decelaration. After I'm driving say on the freewa and start to slow down in order to get on the main streets in comes on. After car is restarted it goes away. No to the problem, like i was saying , I got the first two check engine lights fixed and then went to go smog my car again thinking it would pass since the C.E.L. only comes on after hard driving and they dont drive the hard enuff during the smog check for it to come on. get my results back and i failed. CERTIFIED Gross Poluter because of knock reading 1st smog check while having CEL 7 and 9 knock reading was 423. 2nd one after fixing those and having CEL 1 knock reading went up to 2686 at 15 mph. 2nd time went up to 4018 @ 15 mph. Now all these smog checks were down within about a months spand. And so far since the 2nd smog I have pumped 91 octane, Sea Foamed the engine, the cat is brand new and the o2 sensor is brand new, and i also cleaned for carb deposit. Has anyone had this problem b4 or is it just me??? Sorry to be so long winded about it

If you are running a P28 ECU and four wire oxygen sensor, it is possible that the replacement sensor has the plug pinned differently (ie has the pins in different spots). This could cause such problems to occur.

well the universal one has the instruction marked which is what i followed to the T much like the rest of the wiring in the car since I am such a perfectionest. and I used the plug from the another OEM o2 sensor for the universal since it didnt come with one.
