Is my timing off?
I have no helms or any other mechanic books too tell me what to do, but the cam gear arrows are at 12 and the crank is there.
I think it is off but im not sure how to check (if the arrows should be at 12 or what) i have a timing light and the white line is showing up at about 11-12 oclock on the crank when the car is running. not close to the line on the crank cover...

well you line up the white hash mark when it is off . When the car is running you will hit the two hash mark with the (RED) hash in the middle. so if you are hitting the hash mark with just one then yes you are off. some crank pullys have two white hash marks with the three (red) in the middle like my D16

When setting the cam timing or adjusting the valves,
Use the one mark by itself..That is TDC or top dead center..

The three marks to the left are for setting the ignition timing..
18 degrees before TDC is the
middle mark for the counter clockwise rotation..

it may not be. From the pic he posted, it looks to me like his cams aren't line up at TDC to begin with. Hard to tell for sure from the blur and the upper belt cover.
Get your cams lined up right to begin with: Arrow up, and the TDC marks lined up with the each other and the pointer. Then check that the white line on the crank is lined up (or not) with the pointer on the cover. That, or line the white line on the crank up with the pointer, then check the cams. If they won't line up, then do what jdmhatchness says, but try to get your **** lined up right before you decide if it's off or not.
The pics I posted above should make it clear what to do... and note the direction of rotation.

i normally line up timing with the crank pulley off...on the crankshaft there is a line for TDC and line it up with the finger pointing to it...i like doing it that way better...

i just got the timing all set,,, but the white line is still way off, when i hit it with a timing light...
now i adjust the dizzy right?

everything lines up when its not running right?
if so then all you have left to do is reset the ign timing. jump the service connector, and with the engine running use a timing light and loosen the distro to line it up with the white mark that inbetween the 2 red marks (or is it the other way around?) either way just line it up with the middle mark of the cluster of 3 marks. you dont wanna line it up with the mark you used for cam timing.

it should be there. just a loose 2-pin connector. hell if all else fails just go straight to the ecu, find the right wire and ground it.
thats how i have mine setup. i cut the connector out, and wired a switch right to the appropriate wire on the ecu, then from the switch to ground. that way all i have to do is flip the switch to reset timing, check codes, etc.
