Stop topcoat chipping?

my the topcoat paint on my roof has been chippin for a while and it slowly get worst. I was just wondering if there are any product or tricks to stop it from chipping some more.

have a body shop sand and re-clear coat.

nothing else will work without it still looking like crap.
