Default Bad IACV?

We are having a problem with the idle on 95 Civic. I believe it is the iacv, when I cleaned it but still runs rough. I read that to adjust the idle you need to disconnect the iacv. When I unplugged it the car stalls. Does this mean it is bad. Any help with matter would greatly be appreciated
