Not going to happen. Pick two of the three and you'll have a shot... maybe:
Under $650 and a smooth ride - there are several options at a reasonable lowering.
Under $650 and a 3.0-3.5 drop- Your EK does not have 3.0-3.5 inches of conpression travel that you can remove at all without causing damage so buy some cheapo coil-overs and run your stock shocks because you may as well completely destroy the used parts you already have and not spend money on good parts that you will immediately destroy. Spend some of your money on a football or hockey mouthguard so you won't hurt yourself as you slam your head violently over impact on the solid suspension.
A smooth ride and a 3.0-3.5 drop- You'll need a really big budget for all the custom parts, reengineering and fabrications, geometry changes, etc. to make your suspension work that low.
While you are dreaming, ask for 50+ mpg, 200 mph, and a gorgeous nympho to ride shotgun at your beckoned call.

to what crxlee said.
3-3.5 inch drop..you are basically rubbing ur tires on your tire well. lower does NOT mean better handling. might as well just ruin your stock springs and shocks and just cut the springs. if you want to go lower, just cut them more.
or you can be like me and have stock springs and shocks, a set of progress springs, gc @ 350/450, and kyb agx's, AND have ur car not work.

CRX explained it pretty well in a nut shell. The only options you really have under $650, if you want new shocks and springs, would be toicko blues, KONI Reds possibly, KYB shocks, or something of that nature with some half *** springs. Save up the money and do everything right, when I first started saving up I thought I'd spend under $700 also however I ended up spending the extra cash and I got Ground Control Coilovers and KONI Yellows. However, this set-up is not cheap but you get what you pay for, do everything right the first time and you won't have to do things again due to being unsatisfied or buying products that won't have longivity. Good luck
